The National Weather Service in Morristown, TN has issued a
* Flood Warning for
the Powell River near Arthur TN.
* From this afternoon until late Monday night.
* At 3:15 PM Sunday the stage was 16.5 feet and rising.
* Flood stage is 17.0 feet.
* Minor flooding is forecast.
* Forecast... rise above flood stage by late this afternoon and
continue to rise to near 19.5 feet by after midnight tomorrow. The
river will fall below flood stage by tomorrow late evening.
* At 20.0 feet... water covers roads along both banks of the river.

... Flood Warning extended until Tuesday morning... the Flood Warning
continues for
the Clinch River above Tazewell TN.
* Until Tuesday morning.
* At 3:30 PM Sunday the stage was 13.6 feet.
* Flood stage is 12.0 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Forecast... the river will continue rising to near 14.5 feet by
after midnight tomorrow... but is then expected to begin falling.
The river will fall below flood stage by early Tuesday morning.
* At 16.0 feet... extensive flooding of pasture land around Grissom
Island occurs. The city of Tazewell, Tennessee is not affected by
flooding of the Clinch River.

The Flood Warning is cancelled for
the Clinch River near Speers Ferry VA.
* At 3:15 PM Sunday the stage was 17.5 feet.
* Flood stage is 18.0 feet.
* Forecast... the river is forecast to remain below flood stage.
* At 18.0 feet... County Road 627 just downstream floods.

... A Flood Warning remains in effect until 630 PM EDT for Morgan...
Hawkins... Claiborne... Hancock... Campbell... Grainger... Scott...
Union... Lee... Scott and wise counties and the city of Norton...

At 309 PM EDT, emergency management reported flooding in many
locations across the warning area. Numerous secondary roads have
been closed due to flooding and small creeks and streams are out of
their banks. Water rescues are being conducted in parts of Scott
County, Tennessee! Between 3 to 5 inches of rain has fallen over the
last 36 hours, with localized amounts up to 6 inches. An additional
1 to 2 inches is possible over the next 3 hours.

Some locations that will experience flooding include...
Kingsport, La Follette, Rogersville, Norton, Oneida, wise,
Maynardville, Gate City, Sneedville, Rutledge, Jonesville, Wartburg,
Big Stone Gap, New Tazewell, Bean Station, Tazewell, Plainview,
Jacksboro, Surgoinsville and Pennington Gap.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate Route.

The Flash Flood Watch is now in effect for

* portions of east Tennessee and southwest Virginia, including
the following areas, in east Tennessee, Cocke Smoky Mountains,
Hamblen, Hancock, Hawkins, Jefferson, Johnson, north Sevier,
northwest Carter, northwest Cocke, northwest Greene, Sevier
Smoky Mountains, southeast Carter, southeast Greene, Sullivan,
Unicoi, and Washington TN. In southwest Virginia, Lee,
Russell, Scott, Washington, and wise.

* Through 8 am Monday morning

* 2 to 4 inches of rainfall will be common across much of the
area through early Monday morning with localized amounts in
excess of 5 inches possible.

* The persistent rainfall will fall on already saturated ground
across much of the area. The additional heavy rains could lead
to flooding of roadways, poor drainage areas, low lying areas
and small rivers and streams across the region. Mud slides are
possible, especially across the burn scar areas of Sevier
County, Tennessee.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take quick
action if flooding is observed or a Flash Flood Warning is
issued. If you come to a closed or flooded Road... turn around!
Don't drown!
