Areal Flood Watch

... Flood Watch remains in effect for the north Oregon coast and Coast
Range... Portland/Vancouver Metro area... and southwest Washington
from the Willapa Hills to the South Washington Cascade foothills from
Tuesday morning through late Wednesday night...

The Flood Watch continues for

* portions of northwest Oregon and southwest Washington...
including the following areas... in northwest Oregon... Coast
Range of northwest Oregon... greater Portland Metro area...
lower Columbia and north Oregon coast. In southwest
Washington... Greater Vancouver area... I-5 corridor in Cowlitz
County... South Washington Cascade foothills... South Washington
coast and Willapa Hills.

* From Tuesday morning through late Wednesday night.

* Freezing levels will rise to 8000 feet tonight which will allow
snowmelt to begin in elevations above low level inversions where
colder air is trapped. Heavy rain will begin Tuesday and cause
rises on rivers and creeks draining the Coast Range... South
Washington Cascades... and Willapa Hills. The heavy rain will
likely cause urban flooding in the Portland/Vancouver Metro
areas as the rain will help melt the existing snowpack. Blocked
storm drains may also contribute to ponding of water on streets.

* Rainfall amounts through Thursday...
* Portland/Vancouver Metro area... 1 to 2 inches
* north Coast Range/Willapa Hills... 3 to 6 inches
* South Washington Cascades foothills... 3 to 6 inches

Precautionary/preparedness actions...

A Flood Watch means there is a potential for flooding based on
current forecasts.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.

Landslides and debris flows are possible during this flood event.
People... structures and roads located below steep slopes... in
canyons and near the mouths of canyons may be at serious risk
from rapidly moving landslides.





High Wind Warning

... High Wind Warning remains in effect for this afternoon through
10 am Wednesday for the South Washington coast and the coast of
north and west central Oregon...

A High Wind Warning remains in effect from noon today to 10 am
PST Wednesday.

The National Weather Service in Portland has issued a High Wind
Warning... which is in effect from noon Tuesday to 10 am PST
Wednesday. The high wind watch is no longer in effect.

* Headlands and open beaches: south to southeast 20 to 30 mph this
afternoon with gusts 50 to 60 mph. Winds will increase
tonight... becoming south 35 to 45 mph and gusts 65 to 70 mph.

* Coastal communities: south to southeast 15 to 25 mph today into
this evening... then south 25 to 35 mph with gusts of 45 to 60
mph.

* Timing of strongest winds: late tonight into Wednesday morning.

* Impacts: winds may be strong enough to produce spotty power
outages. Watch for tree debris on roadways later today through
Wednesday morning.

Precautionary/preparedness actions...

A High Wind Warning means a hazardous high wind event is expected
or occurring. Sustained wind speeds of at least 40 mph or gusts
of 58 mph or more can lead to property damage.





Gale Warning, Storm Warning

... Gale Warning remains in effect until 1 PM PST this afternoon...
... Storm Warning remains in effect from 1 PM this afternoon to
10 am PST Wednesday...

* winds... south 25 to 30 kt with gusts 35 to 40 kt kt this
morning increasing to 30 to 40 kt with gusts to 50 kt from late
this afternoon through early Wednesday morning. A coastal jet
will produce locally stronger winds with at least 55 kt gusts
within 20 nm of the coast.

* Seas... 14 to 17 ft... increasing further later this afternoon and
tonight. Seas
reach the 22 to 27 ft range late tonight and
early Wednesday morning.

Precautionary/preparedness actions...

A Storm Warning means winds of 48 to 63 knots are imminent or
occurring. Recreational boaters should remain in port... or take
shelter until winds and waves subside. Commercial vessels should
prepare for very strong winds and dangerous sea conditions... and
consider remaining in port or taking shelter in port until winds
and waves subside.

A Gale Warning means winds of 34 to 47 knots are imminent or
occurring. Operating a vessel in gale conditions requires
experience and properly equipped vessels. It is highly
recommended that mariners without the proper experience seek safe
Harbor prior to the onset of gale conditions.
