Areal Flood Warning

Statement as of 6:35 PM EST on February 25, 2017

... A Flood Warning for small streams for rain and snowmelt remains in
effect until 600 am EST Sunday for southeastern Jefferson... Lewis and
northeastern Oswego counties...

Rain from thunderstorms which moved across the area earlier this
afternoon, along with a steady moderate rain which has lasted into
this evening, has produced as much as an inch of rain. Meanwhile,
very warm temperatures last night and this morning has resulted in
rapid snow melt. The combination of the rainfall and snow melt will
result in flooding of small streams and in areas with poor drainage.

Flooding will continue or start on smaller streams this evening.
Waterways which drain from the Tug Hill plateau and the western
Adirondacks will be the most vulnerable to flooding. Flooding is
also possible on slower responding rivers and creeks later tonight
and into Sunday.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

the Moose River below McKeever
* from Sunday morning to Sunday afternoon.
* At 5 PM Saturday the stage was 7.8 feet and rising.
* Flood stage is 12.0 feet.
* Minor flooding is forecast.
* Forecast... the river is expected to rise to near flood stage Sunday
morning.
* Impact... at 12.0 feet... flood stage, water flows across portions of
Moose River Road and impacts some camps.

The Flood Warning continues for
the Black River at Watertown
* from Sunday afternoon until further notice.
* At 5 PM Saturday the stage was 7.1 feet and rising.
* Flood stage is 10.0 feet.
* Minor flooding is forecast.
* The river is forecast to rise above flood stage early Sunday
afternoon and crest near 11.5 feet on Tuesday.
* Impact... at 12.0 feet... moderate flood, widespread farmland flooding
in The Flats. Numerous Road closures in Castorland, Denmark,
Lowville, and Carthage. Some residential properties flooded in The
Flats.

the Black River at Boonville
* from this evening to Monday morning.
* At 6 PM Saturday the stage was 8.2 feet and rising.
* Flood stage is 10.0 feet.
* Minor flooding is forecast.
* Forecast... the river is expected to rise above flood stage tonight
and crest near 10.5 feet early Sunday afternoon.
* Impact... at 11.0 feet... moderate flood, widespread farmland flooding
and Road closures all along the river. Some residential flooding in
portions of Carthage and Castorland.

The Flood Watch continues for

* a portion of central New York... including the following
counties... Jefferson... Lewis and Oswego.

* Through Sunday evening.

* Around an inch of rain fell with the passage of a cold front
today. Meanwhile warm temperatures last night and this morning
resulted in rapid snowmelt across the Tug Hill plateau and
western Adirondacks. Excessive runoff from snowmelt and rain
will result in significant rises on area creeks and rivers.

* Flooding is already expected for portions of the watch area. Please
see specific river warnings for the Black River and Moose
River. Other rivers may reach flood stage later this weekend,
including the Beaver River and possibly the Salmon river and
other smaller rivers in northern Oswego County.

Precautionary/preparedness actions...

A Flood Watch means there is a potential for flooding based on
current forecasts. You should monitor later forecasts and be
alert for possible flood warnings. Those living in areas prone to
flooding should be prepared to take action should flooding
