Winter Storm Warning

... Winter Storm Warning now in effect from 9 am this morning to
6 am CST Thursday...

The Winter Storm Warning is now in effect from 9 am this morning
to 6 am CST Thursday.

* Timing: rain should begin changing over to a brief period of
freezing rain and then sleet from northwest to southeast late
this morning near the Ohio River. This transition will proceed
southeast across western Kentucky through the afternoon. A
prolonged period of sleet is likely before changing over to
snow. This changeover will likely not take place until late
afternoon... and perhaps even early this evening near the
Tennessee border. Snow... moderate to heavy at times... will
continue for several hours tonight before tapering off early
Thursday morning.

* Main impact: by early Thursday morning... snowfall totals are
expected to average 6 to 8 inches along the Tennessee border. An
eight to ten inch swath of snowfall is possible generally
twenty-five miles either side of a line from Sikeston Missouri
to Paducah and Madisonville Kentucky Kentucky. As much as one
inch of sleet may fall prior to the snow. It should be noted
that if freezing rain and sleet persist longer than expected...
snow amounts may not be as high.

* Other impacts: this quantity of snow and sleet accumulation will
produce treacherous conditions and cause significant travel
issues across the region. Isolated power outages will also be
possible. Stay tuned for updates and possible adjustments to
snowfall totals.

Precautionary/preparedness actions...

A Winter Storm Warning means significant amounts of snow...
sleet... and ice are expected or occurring. Strong winds are also
possible. This will make travel very hazardous or impossible.

The Flood Warning continues for
the Green River at Paradise.
* From Thursday afternoon until further notice.
* At 9:15 PM Tuesday the stage was 375.3 feet.
* Flood stage is 380.0 feet.
* Minor flooding is forecast.
* Forecast... rise above flood stage by Thursday afternoon and
continue to rise to near 381.9 feet by Saturday early afternoon.
* Impact... at 380.0 feet... water rises over the skimmer wall at the
TVA Fossil plant.

the Green River at Rochester.
* From Thursday afternoon until further notice.
* At 7:00 am Tuesday the stage was 13.8 feet.
* Flood stage is 17.0 feet.
* Minor flooding is forecast.
* Forecast... rise above flood stage by Thursday afternoon and
continue to rise to near 20.3 feet by Sunday morning. Additional
rises are possible thereafter.
* Flood history... this crest compares to a previous crest of 20.4
feet on Mar 3 2011.

of rain has already fallen across much of the area and some roads
have been reported flooded.

Livingston... Lyon... Marshall... McCracken... McLean...
Muhlenberg... Todd... Trigg and Webster. In southeast Missouri...
   Mississippi and New Madrid.

* Until noon CST today

* recent snow melt has resulted in saturated ground across the
Flood Watch area. Heavy rain forecast to continue through the
morning will result in excessive runoff and may lead to
flooding.

* Motorists should expect water on roads... and be prepared to
find alternate routes. Those in low lying areas will be most
prone to flooding.

A Flood Watch means there is a potential for flooding based on
current forecasts.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.
