Areal Flood Warning

Statement as of 6:00 AM PST on January 22, 2017

... A Flood Warning for urban areas and small streams remains in
effect until 345 PM PST Monday for southeastern Santa Clara and
northwestern San Benito counties...

At 552 am PST, Doppler radar and automated rain gauges indicated an
area of heavy rainfall across the warned area.

Additional rainfall amounts of 1-2 inches are possible in the warned
area today and Monday. Development of convective storms accompanied
by heavy rainfall and lightning and hail are also possible.

NWS is retaining this areal Flood Warning for the area, assuming
standing water on the Pacheco creek floodplain and Soap Lake area
remains problematic and additional rain could exacerbate conditions.
The Pacheco creek stream gage near Dunneville is currently far below
the flood stage of 12 feet, but could rise rapidly in response to
rainfall today.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate Route.

A Flood Warning means that flooding is imminent or occurring. All
interested parties should take necessary precautions immediately.

The National Weather Service in the San Francisco Bay area has issued
a

* Urban and Small Stream Flood Advisory for...
Santa Clara County in northern California...
Santa Cruz County in northern California...
southeastern Alameda County in northern California...

* until 645 am PST

* at 547 am PST, Doppler radar and automated rain gauges indicated
heavy rain which will cause Urban and Small Stream flooding in the
advisory area.

* Some locations that will experience flooding include...
San Jose, Sunnyvale, Santa Clara, Milpitas, Santa Cruz, Cupertino,
Watsonville, Gilroy, Campbell, Morgan Hill, Saratoga, Los Gatos,
Corralitos, Scotts Valley, Capitola, Live Oak, Uvas Canyon Park,
East foothills, amesti and seven trees.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

The Flash Flood Watch continues for

* a portion of western California... including the following
areas... coastal North Bay including Point Reyes National
Seashore... East Bay hills and the Diablo Range... East Bay
interior valleys... mountains of San Benito County and interior
Monterey County including Pinnacles National Monument... North
Bay interior valleys... North Bay mountains... northern Monterey
Bay... northern Salinas valley/Hollister Valley and Carmel
Valley... San Francisco... San Francisco Bay shoreline... San
Francisco peninsula coast... Santa Clara Valley including San
Jose... Santa Cruz Mountains... Santa Lucia mountains and Los
Padres National Forest... southern Monterey Bay and Big Sur
coast and southern Salinas valley/Arroyo Seco and Lake San
Antonio.

* Through this afternoon.

* Periods of heavy rain on already saturated soils will impact the
region through this afternoon.

* The primary impacts will be localized ponding of water on low
lying roadways with poor drainage... rapid rises on streams and
creeks with some likely exceeding bankfull... some river
flooding... and potential rock and mud slides. Recent burn
scars will also be susceptible to debris flows during periods
of intense rainfall.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.




1239 am PST sun Jan 22 2017

... The Flood Advisory for a dam floodgate release remains in effect
until 345 PM PST Sunday for southeastern Santa Clara and northwestern
San Benito counties...

* local water district and County emergency management personnel
have indicated that limited portions of the spillway structure for
Pacheco Lake have been compromised from prior storm activity and
spillway releases this winter. Specifically, there is concern that
renewed spillway releases anticipated in response to forecast
rainfall through the remainder of this weekend could cause
additional erosion of the spillway structure, which could lead to
excessive sediment and/or runoff to enter Pacheco creek
downstream. Excessive runoff and sediment could cause or increase
flooding downstream.

* NWS Monterey is forecasting an additional 1-2" of rainfall through
the remainder of the weekend in the Pacheco creek watershed that
feeds the Reservoir. Development of Post-frontal convective
thunderstorms over the watershed Sunday afternoon could increase
local precipitation totals over the weekend. Rainfall this
weekend will likely be accompanied by increased releases over the
spillway, but it is currently not expected that additional
releases would pose additional risk to the spillway or downstream
areas.

* Engineers from the local water district as well as California
division of safety of dams and California department of water
resources engineers are on-site conducting inspections and
assessing the level of risk posed by current and expected
conditions. County emergency managers are aware of the situation
and are taking appropriate action and following necessary
protocols.

* There is no expectation at this time that a dam breach or failure
would occur. The dam itself is not compromised; it is only the
spillway structure that is under investigation.

* Should the situation worsen and elevate the threat to human life
and property, either prior to or during storm activity this
weekend, a Flash Flood Warning will be issued for affected areas.

stations, NOAA Weather Radio, twitter (@nwsbayarea), facebook
(nwsbayarea), and other local news and notification services
should a Flash Flood Warning be necessary.

... High Wind Warning remains in effect until 10 am PST this
morning...

* timing... through this morning.

* Winds... sustained southerly winds 35 to 50 mph with gusts
greater than 60 mph... strongest near the coast and in higher
elevations.

* Impacts... gusty winds will make driving difficult... especially
for drivers of high profile vehicles. Since the soils are
saturated... there is a heightened potential for downed trees
and power outages.

A High Wind Warning means a hazardous high wind event is expected
or occurring. Sustained wind speeds of at least 40 mph or gusts
of 58 mph or more can lead to property damage.





Gale Warning, Small Craft Advisory

to 3 PM PST Monday...

* winds... south winds 30 to 40 kt this morning... decreasing to 15
to 30 kt by late morning.

* Waves/seas... seas 15 to 17 feet at 17 seconds.

A Gale Warning means winds of 34 to 47 knots are imminent or
occuring. Operating a vessel in gale conditions requires
experience and properly equipped vessels. It is highly
recommended that mariners without the proper experience seek safe
Harbor prior to the onset of gale conditions.

A Small Craft Advisory means that wind speeds of 21 to 33 knots
are expected to produce hazardous wave conditions to small craft.
Inexperienced mariners... especially those operating smaller
vessels should avoid navigating in these conditions.
