Winter Storm Warning

... Winter Storm Warning remains in effect until 10 PM PST this
evening...

* main impacts: travelers may experience delays. Chain controls.
Poor visibility due to snow and strong southwest wind gusts to
50 mph will make travel hazardous.

* Confidence... high.

* Locations... Interstate 80 over Donner Pass, Highway 50 over
Echo Summit, Highway 88 over Carson Pass, and Lassen park.

* Timing... periods of heavy snow through midday before tapering
off to flurries by this evening.

* Snow amounts... additional accumulations up to a foot down to
around 5500 feet with up to 2 feet along the crest.

* Snow levels... 4000 to 5000 feet.

A Winter Storm Warning for heavy snow means severe winter weather
conditions are expected or occurring. Significant amounts of
snow are forecast that will make travel dangerous. Only travel in
an emergency. If you must travel, keep an extra flashlight, food,
and water in your vehicle in case of an emergency. Strong winds
are also possible. This will make travel very hazardous or
impossible.

Flood Warning, Areal Flood Warning

The Flood Warning continues for
the Middle Fork feather river near Portola.
* From this morning to late Thursday night.
* At 3:30 am Tuesday the stage was 7.2 feet.
* Flood stage is 8.5 feet.
* Moderate flooding is forecast.
* Forecast... rise above flood stage by late Tuesday morning and
continue to rise to near 10.4 feet by early Wednesday morning.
The river will fall below flood stage by Thursday morning.
* Impact... at 10.0 feet... moderate flooding of lowlands, structures
and roads from Beckwourth to Sloat, including Portola. Highway 89
near Clio may be closed for a day or two.
* Flood history... this crest compares to a previous crest of 10.2
feet on January 10 2017.

... A Flood Warning for urban areas and small streams for rain and
snowmelt remains in effect until 1130 am PST Tuesday for Plumas...
alpine... Sierra... southeastern Lassen... Storey... southern Washoe...
Douglas... and northern Lyon counties and Carson City...

At 427 am PST, the heavy rain has ended, but many small streams
continue to see high flows and are out of their banks. Also,
flooding of low lying and poor drainage areas should continue
through the morning. Showers will persist today and snow levels will
begin to fall. The falling snow levels and lack of widespread
moderate or greater rain will allow many areas with minor flooding
to see their flood waters slowly drain through the morning.

Some locations that will experience flooding include...
Reno, Carson City, Minden, Gardnerville, Virginia City, Dayton, the
Sierra Valley, and Washoe Valley

The National Weather Service in Reno has extended the

* Flood Warning for...
Plumas County in northern California...
east central Lassen County in northern California...
central Washoe County in western Nevada...

* until 1115 am PST Tuesday

* at 418 am PST, minor flooding continues in parts of northeast
California and northwest Nevada in response to run off from heavy
rains that occurred Monday. A few roads remain closed southeast of
Susanville this morning.

* While the heaviest precipitation has ended, water will be slow to
drain out of low lying and poor drainage areas this morning. Any
additional moderate showers will prolong any flooding. Snow levels
are falling, so the rain should end by early afternoon.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

The Flood Warning continues for
the Sacramento River at Ord Ferry.
* At 1:45 am Tuesday the stage was 114.4 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Forecast to fluctuate near 114.0 ft thru early tomorrow morning.
* Flood stage 114.0 ft
* monitor stage 110.0 ft
* impact... near 114.0 feet, designated flood stage. Design overflow
level for m&t, 3bs and Goose Lake flood control facilities to
divert flood flows into Butte basin. M&t overflows close River Road
from Ord Ferry Road to Chico Road. Ord Ferry Road is already
closed.
* Impact... near 110.5 feet, head cuts in 3bs Silt Weir start overflow
into Butte basin, flooding dips on Ord Ferry Road west of River
Road. Persistent flows at or above this level increase flooding in
Butte basin. Ord Ferry Road and additional roads in Glenn and
Colusa counties are closed due to flooding.

The Flood Warning continues for
the Sacramento River at Tehama bridge.
* At 1:00 am Tuesday the stage was 212.3 feet.
* Minor flooding is forecast.
* Expected to rise above flood stage of 213.0 ft late this morning
then forecast to rise to near 213.5 ft this afternoon then
forecast to fall below flood stage of 213.0 ft near this midnight
then forecast to recede to near 213.0 ft early tomorrow morning.
* Flood stage 213.0 ft
* monitor stage 210.0 ft
* impact... near 214.0 feet, between two hundred thirteen and two
hundred fourteen feet the County park becomes inaccessible. At two
hundred forteen feet water begins to enter Driftwood RV fishing
resort on East Bank of river and just north of the County park.
* Impact... near 213.0 feet, flood stage - Road inside trailer park and
turn around site under rr tracks (tehama/Vina road) become
impassible. Water is into area around structures on east side of
river. No structural damage. Sheriff's office issues advisory.
Makes sure pelhams Bay, Snug Harbor, river inn (small trailer Parks
all in a row on east side of River North of bridge) know of
advisory.
* Impact... near 210.0 feet, water into RV park on east side of river.
Tires of trailers get wet.

Dorado... Calaveras... Tehama... Butte... Glenn... Sierra... Yuba and
Nevada counties...

Interior northern California has experienced significant rainfall
and widespread flooding problems from prolonged rainfall. The entire
region has saturated soils resulting in widespread areas of standing
water, high stream flows and many flooded areas.

Continued runoff and high stream flows will stress levees leading to
bank erosion, boils and breaches.

Flooding has occurred in locations that have not experienced
flooding in many years.

Residents in interior northern California should be prepared for
flooding. Be prepared to evacuate if flooding should affect your
area. Gather a "go bag" with important items like medications and
hard to replace documents. Don't Forget to plan for your pets and
animals.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

A Flood Warning means that flooding is imminent or occurring. All
interested parties should take necessary precautions immediately.
