tonight...

A Winter Storm Warning is in effect...

For the following counties...
* in Arkansas... Washington... Madison and Carroll.

Hazardous weather...
* rain will develop early this morning and transition to freezing
   rain... sleet... and finally snow during the day as cold air moves
   into the region behind a cold front. Wintry precipitation will
   persist into Wednesday night before tapering off from northwest
   to southeast.

* From 1 to 3 inches of snow and sleet accumulation and a quarter
   inch or less of ice accumulation is expected until midnight CST
   tonight. Higher terrain areas should see the greatest accumulations
   and impacts from the wintry precipitation... with slightly higher
   snow and sleet totals in those areas.

Impacts...
* travel will become very hazardous or impossible. Power outages
   are likely in some areas.

Precautionary/preparedness actions...
* delay travel and stay home if possible until conditions improve.

... Todays topic for severe weather preparedness week in Oklahoma and
Arkansas is tornadoes...

The National Weather Service and the federal emergency management
agency are highlighting the importance of planning and preparing for
severe weather before it strikes. Being prepared to act quickly can
be a matter of life and death.

Citizens of Oklahoma and Arkansas are urged to use this week to plan
and prepare for the upcoming severe weather season. Review severe
weather safety rules and better understand The Hazards associated
with severe thunderstorms.

The National Weather Service in Tulsa will issue statements
highlighting different topics each day during the week... and todays
topic is tornadoes.

A tornado is defined as a violently rotating column of air in
contact with the ground that is pendant to a thunderstorm.
An average of about 1150 tornadoes develop across the United States
annually. These tornadoes kill about 57 americans and injure another
1500 in a typical year. There were 47 tornado related fatalities
across the country in 2014... 17 of those occurred in Arkansas and
one of those fatalities occurred in Oklahoma.

On average... 33 tornadoes touch down in Arkansas each year and 57
develop in Oklahoma in a typical year. In 2014... 20 tornadoes struck
Arkansas while 16 tornadoes were confirmed in Oklahoma.

Tornadoes are most likely to develop across Oklahoma and Arkansas
during the Spring months in the afternoon and evening hours.
However... as long as the necessary ingredients are present...
tornadoes can develop during any month of the year and at any time
of the day.

Tornadoes are classified by the damage they produce... which is
determined by surveying impacted structures within their paths. The
NWS implemented the Enhanced Fujita scale on February 1st 2007 and
this has been used to more accurately determine wind speeds within
the tornado than what we previously used. The three classification
categories are weak... strong... and violent. Tornadoes may move
forward at speeds of up to 75 mph but some may remain nearly
stationary. Most move unpredictably... and may change direction
and/or speed at any time during their life cycle. Regardless of
their strength... appearance... or forward speed... all tornadoes are
dangerous.

There are a number of things you can do to increase your odds of
surviving a tornado depending on where you are when severe weather
threatens. If at home... take shelter in a predetermined safe place
such as a basement or storm cellar. Above-ground storm shelters have
been proven to be as safe as below ground shelters if they are
certified and constructed to meet those certifications standards. If
no such place is available... then move into a small interior room on
the lowest floor such as a closet or bathroom. Get under something
heavy when possible. Put as many walls between you and the outside
as possible. Leave Mobile homes and vehicles for a sturdier
structure.

Most importantly... stay informed of developing severe weather events
and know what to expect and when to expect it. A weather radio with
tone alert feature will provide you with this vital information 24
hours a day. One with a battery backup is suggested in the case of a
power outage.

Have a predetermined plan of action that everyone in your home knows
and practice this plan as severe weather season approaches. Your
local National Weather Service office in Tulsa or American Red Cross
chapter can provide you with the information necessary to develop
such a plan.
